This RedTurtle solution, based on Plone and capable of integrating third party applications, is deeply rooted in the functional processes of the Public Organization, and it may enhance their efficacy and efficiency.
All the documental flows, in the form of files and dossiers, are mapped by workflows defining  their course in terms of office and decisonal level in charge.
The gray, the internal forms and the virtual desktop are integrated with the organization chart and with quality system management tools.

Gray

It's an user friendly tool to create and manage official or internal documents, like outgoing mail (that are digitally subscribed, registered and sent also with Certified Electronic Mail) or communications among offices that need to be traced. This solution, that may be integrated with pre-existing official mail register applications, is completed by the module for digital signature.

Internal forms

Whenever the requests among offices have a structured form, specific forms can be created and managed, them too subscribable with digital signature. Among the available forms: request for credentials (username and password) to access the Organization's LAN, password reset request, request for goods or services from the purchase department.

Virtual desktop

This environment offers a complete overview on the documents to manage or to sign (mail, internal communications, forms, bylaws), and allows moving documents from an office to another to document type-specific workflows. Virtual desktom can be consulted for personal as well as for office activities.

Organization chart

This module manages the assignment of the personnel of the Organization to their respective offices, and allows the definition of the interpersonal / interoffice relations (hierarchical or horizontal)influencing the rights in applications. The kind of relations is indefinitely extensible, and covers also horizontal attributions unrelated with the office. See also this presentation.

Process Charts

This tool is aimed at the definition of procedures compliant with the UNI EN ISO 9001:2000 quality management standards. This solution may be used also by not certified organizations, willing to activate procedures that may be monitored in execution time and modalities.

Quasar

Integrated with the process chart database, the Quasar system provides the management of files and dossiers.
This structured workflow system can manage both internal and external requests and projects. Besides offering an entirely digital management of files and dossiers (also including integration with the official register application), Quasar allows a full monitoring of the activities and of management times of each file/dossier.
The system also includes a "Unconformity management" module, and a survey module for user satisfaction.
